Error Number 056 is caused by a non-unique incident number. This means that the incident has already been submitted to NIBRS and been accepted.
Since it has been accepted there is no reason to resubmit the incident that have these errors.
If this error appears on a file that contains multiple incidents, you will need to take off the incidents that are giving the error 056 and then re-submit the incidents that do not involve that error code.
After taking these incidents off your file should be able to submit to NIBRS.
You can check your state NIBRS website to see which incidents have been previously submitted successfully in order to ensure you do not have any duplicate incidents in the file.
