What data entry filtering is implemented by the Initial and/or Final Incident fields?

The fields accept data entry from the user, and then compare the data entered against both the Crime Code (such as 10 code) and the Crime Description. 

This enables the Dispatcher to use shorthand codes (such as 10 codes) for fast data entry, while also providing support for temporary dispatching personnel (such as Officers filling in from time to time) to filter enter based on the description (i.e. typing BURG to select from a list of burglary incidents).
