Why is Notification Manager not showing up in Tools in the ARMS Client?
If you are not able to see the Notification Manager in the Tools menu as shown in the image below, it generally means you need to input the Notification Manager URL in the System Default's Web integration tab.

To do this follow the below-mentioned steps:
Step 1: Navigate to Additional > Setup > System Defaults

You will need to contact your IT department to obtain that URL if you don't have that information.
Step 2: Enter the URL into the Web Integration tab. After inputting the URL, select Test Connection. A green checkmark indicates a successful connection.
