Why is there no "Non-Criminal" option on the Desktop Client When Creating a Case Report?
The option for marking a case as either Criminal or Non-Criminal is only available in the ARMS Mobile Client.
This feature is to help officers save time by changing the user interface to show what fields are required to submit the case report.
Here is an example of the Non-Criminal Report page.

There is a red circle next to the Face Page tab. This indicates there are required fields that have been left blank. Select the Face Page tab and fill in the required fields. Only three fields from the Face Page need to be filled in to submit a case.
Here is an example of the Criminal report page.

Here, you can see many more red circles pertaining to required field that would be needed to fill out a Criminal report.
If you were to pull up a case in the desktop client of ARMS, it would not matter if it was a criminal or non-criminal report. The user interface stays the same no matter what.
It also does not show up in NIBRS/UCR/CLERY whether or not the case was Criminal or Non-Criminal based on what you select in ARMS Mobile. You will need to fill out that information on the NIBRS/UCR/CLERY reports that you create separately.
