Creating a new user to the DHQ directory begins from the Forms Based Authentication (FBA) User Management module. To access go to "Site Settings" from the main menu:



Then click on "FBA User Management":



A list of users will appear. From this screen the admin can add a new user by clicking "New User":




Fill in the fields based on your agency's policies and choose at least one permission group. The base permissions group is the agency's member group, but these can be changed and added to later. 



Lastly, you can configure a welcome email to the new user:



Click "OK" to create the user. 


This process will add a user to the basic directory to access the site. For full user functionality a personnel card must be created by the DHQ administrator. Please see the "Adding Personnel Cards" article for more information.
