Error Message: "An Error Occurred While Getting Open Incidents" when using ARMS Mobile on a Laptop?

Two potential causes of this behavior are -

1. Wi-Fi connection the laptop is connected to could be disconnected when the car is turned off. 
2. Is the hot spot that the laptop connects to reliant on the car being on for it to have power? 
3. The other potential cause is the network interface. Can you check to see if the Network Interface on the laptop is set to shut down after a set amount of time? 

This behavior leads us to believe that the laptop is losing connection to the network and that is preventing ARMS from getting open incidents.
