How do I set up UCR Reporting within ARMS?
There are four primary types of UCR reporting performed on a monthly basis:
1) Return-A Monthly Return of Offenses
2) Supplement to Return-A
3) Arrests
4) Part 2 Crimes
Return-A Monthly Return of Offenses:
This form reports a count of UCR Part 1 Crimes reported to the agency during the month and having occurred within the agency's jurisdiction. The count is based on the UCR Hierarchy Rule, which means the agency counts only the most significant Part 1 Crime from the case report that involves more than one Part 1 Crime.
Supplement to Return A:
This form is two reports, Property Stolen by Classification, and Property by Type and Value. The first reports a count of Part 1 Crimes where the property was stolen and how much total value was related to that crime, and the second reports how much total was both stolen and recovered based on the type of property.
Arrests:
This form is two reports, Adult Arrest w/ Ethnic Origin, and Juvenile Arrest w/ Ethnic Origin. Both reports give a count of persons arrested, based on the age of the person at the time of arrest (Adult: 18 and over, Juvenile: 17 and under) and based on the UCR Arrest Type entered into the arrest record.
Part 2 Crimes:
This is a report which counts all Part 2 Crimes charged against an arrested person, regardless of the hierarchy of the crimes. A Part 2 Crime is any crime that is not a Part 1 Crime.
To set up Part 1 Crimes in ARMS, follow these steps:
-Open the Setup menu and select the Crime/Incident Tab

-Select or find a crime code from the list. For example, select a crime for Forced Entry Burglary

-Once click on the desired crime code, it will show up on an edit screen. UCR Data
field can be edited from here, enter the value "51" and then click Save.

-Repeat this same logic for all other Part 1 Crimes in the crime code list

***Note: the table above provides values for the standard FBI UCR Part 1 Crimes. These values may be state-specific, such as in Pennsylvania. Please check with the state UCR Office if you are unsure if your state uses standard FBI UCR codes or state-specific UCR codes.
The UCR Data Code values in the table above should be entered into in ARMS >> under the Setup menu >> Crime / Incident Code setup window >> UCR Data field.
When a case report's UCR Review Record is entered into ARMS.
Step 1: The crime Selection field allows the user to select a crime code that contains a value in the UCR Data field.
By completing the Case Management >> UCR Review >>
Step 1: Crime Selection, that case report will be counted for UCR Return-A Monthly Return of Offenses report based on Step 1: Crime Selection (i.e., UCR Data value).
To set up Part 2 Crimes in ARMS, follow these steps:
-open the Setup menu and select the Crime/Incident Codes menu item (as shown in Part 1 setup)
-Click the List button and scroll to find (for example) a crime for Forced Entry Burglary (as shown in Part 1 setup)
- Check the box labelled "Part 2 Crime" and then click Save.

- Repeat this same logic for all other Part 2 Crimes in your crime code list
***Note: A Part 2 Crime is any crime that does not exist in the list of Part 1 Crimes.
When the Case Management >> Involved Party >> Arrest / Referral record is entered, the list of Charges against that person might contain one or more Part 2 Crimes. The Part 2 Crimes entered into the Charges of an arrest record are used to count the Part 2 Crimes report.
Under the Setup menu in ARMS, the menu option named Code List contains many different Category and Subcategory options from which to choose.
Regarding UCR Arrest and UCR Property (Supplement to Return-A) reporting, we will next look at these categories/subcategories.
UCR Adult Arrest and UCR Juvenile Arrest reports are based on the list of FBI UCR Arrest Type codes. These codes are not set up as part of your agency's customized list of crime codes, but instead, this list is pre-built into the ARMS database. For reference purposes, the list is provided below:

“UCR Property Stolen by Classification” and “UCR Property by Type and Value” reports are the two forms that create the Supplement to Return-A form that is submitted to UCR.
These two forms use the standard list of values for UCR Property Type and UCR Classification (of Robbery and Burglary). These lists come with the ARMS database. For reference, the lists are given below:
